How do I mute the audio in DirectShow

I'm trying to convert a pcm stream with 16000Hz sample rate to a pcm stream
with 8000 Hz sample rate.
I wrote the following code, but I always got the error code 512 which means
not possible.

I saw in the SDK an example of DMO ( DMO Sample ) and something is not clear
