timezones and event log

I have my timezone set for GMT with no daylight savings adjustment. I am
using ReportEvent (VS 6.0) to put events in the event log. The documentation
says they'll be timestamped with GMT time. But if I do a 'time /t' I get an
hour of, for instance, 15. But the hour in the event log's timestamp is 08.
