pc peformance on Windows 2003 Server network

We are running windows xp pro workstations on a windows 2003 server network.
A couple of weeks after building a new pc performance degrades and it takes a
long time to boot up. What tools can you suggest (weâ??re a not-for-profit so
hopefully, cheap or free!) to diagnose this issue and improve performance?

Win XP Pro SP1. Cannot create new connection?

I have reinstalled Win XP Pro onto an existing PC. It should be a clean
install, because I did a full disk re-format as part of the installation. It
has installed SP1.
The installation is OK, except I cannot connect to the LAN. There is a 1394
