How to disable DirectDraw hardware acceleration?

I found DirectDraw hardware acceleration would be disabled after NetMeeting
being launched.
Camtasia also disables DirectDraw hardware acceleration by setting the
Acceleration Level.
But NetMeeting seems use other way to do this because the value of
Acceleration Level does not be changed when NetMeeting ru ...

Invalid Scan Frequency

I keep getting an "Invalid Scan Frequency" error on my desktop monitor. I
have changed out three different monitors and it happens with each one. My
mouse will all of a sudden stop moving around the screen. Everything will
freeze. And then usually the monitor will go black with the error message.
