maximum buffer size in shader

Hi,
Can someone confirm whether there is a maximum buffer size, or element
count imposed on a Buffer, declared like this:
Buffer<unsigned int> g_tileIndexTerrain;
...and with D3D10_BIND_SHADER_RESOURCE for creating the resource view.
Documentation i've seen has mentioned a limit of 4096 elements for

When creating a Shader Resource View I've been confused about what value
to set for 'ElementWidth' in the Shader Resource View Description.
The documentation says the byte width of a single element, however that
hasn't worked for me, where other values have, specifically the element

I am trying to scale a cluster of selected vertices on an object, say
a sphere.
When I perform a scale using D3DXVec3Scale, the scale works fine if
the selected vertices are located around the lateral center of the
object.
Polar selections also work fine, as long as the object is centered.

Which is the last DX version that still had DirectDraw in it? A link would be
