vista security centre will not start

Hi ALL
I hope someone can help here My vista security centre will not start at all
I have goe to the services and tried to start it myself by clicking on the
service start i tried manual start auto start and auto delayed and nothing.
when I try to start it manualy i get this error

Problems with getting a x509 Subject Name to comply with RFC 2511

By Default .Net produces the following X509 Subject Name when signing
an XML file with a Digital Signature:
