Registering for windows rename event

Is it possible, in any way, to "listen" when a user tries to rename a
file in windows explorer? For example, if someone has a file named
test.txt in a folder test and tries to rename it to test2.txt, can I
create a program that will popup BEFORE the renaming completes and do

Every time I install Service pack 3 my PC fails to reboot. The only way I
can restart my Pc is in safe mode uninstall service pack 3 and it will work
fine. any one out there with any suggestion. I have even tried installing it

Lastnight I stupidey installed more xp protection (that I may have already
had), but i do have avast and am pleased with that.
My problem is I can't find where to uninstall this darn program, as all it's
pop ups are driving me nuts and interrupting my work.

Invalid object name

I got an exception when executing the SQL statement in my code below.
The error is "Invalid object name
'db_dynamic_trading.dbo.TrdRpt_broker_list'".
