ResXResourceWriter

I am trying to use a resx file for a bitmap for a BizTalk functoid on .NET
1.1 with SP1.
The trouble is that the ResXResourceWriter class does not appear to be part
of the System.Resources namespace!!!
Why is that?
And where do I go to update this library?

Windows Mobile SMS

I have an application that intercepts SMS messages via MessageInterceptorEvent.
When the same application is run on PocketPc Phone edition it does not
intecept the SMS message. Is this a known problem or do I need to do
something different for the PocketPC Phone Edition?

Dears,
We used to use permchecker.hassaccess (DLL Component) to check if the user
has access to a specified file in ASP, is there anyone who knows how to
check if the logged user has access to open a specific file/folder using
ASP.NET or C#.NET?

If i call Connect() and the remoteserver is listening, no problem, it
connects and i can communicate.
If i call Connect() and the remoteserver isnt listening, then it goes into
