Media Center will not open on my second monitor

I want media center to open on my secondary monitor. It used to do it every
time, but now it won't any more. I have a Toshiba Qosmio with a Nvidia Gforce

JPEG quality on PMCs

Is there any way to get jpegs onto a PMC (mine is Samsung) in a higher
quality? When I show them on a large TV they don't look good.
