Encoder runs painfully slow

I just installed WM 9 encoder on a freshly built 3.2Ghz intel running winxp.
All XP udates have been applied. The encoder runs excessively slow, taking
several minutes to do trivial tasks such as opening a 10 sec AVI or MPG file.
Appears to spend lots of time hitting the hard drive. I run Adobe Premier,

How to encode in MPEG-4 codec in Media Encoder

I remeber once i can choose ISO MPEG-4 codec in the Properties > Compression
tab. After a reinstall of W2K Server now I lost this option. Can't remeber
what I've done to enable this option. Any one know what program or Codec pack
should I install to get this option back?
