Bitrate differences with same fps & size

I am looking to broadcast some live sports using wme 9 and have a limited DSL
upload pipe to our wabcasting host. I am wondering what the difference impact
of using higher versus lower Bit Rates selections when the frame rate and
output size choices are the same.
For example with "VHS Quality" and a Frame Rate ...

I am using the WMV 9 Screen codec to encode. I watched closely and the
color of the video changes exactly half way through on every file. THe
first half looks like web safe colors, the second half of the encoded videos
lokk normal. Please help.

The MP 42 codec has been recommeded to me from a software developer as a
codec that others are using to do video recording and playback similar to
what I am starting to do. After some internet searching, I am not sure if
