Applying Encryption To Many Files Without Re-Encoding

I have over 2,400 videos that I need to encrypt with DRM. I am going to be
using a 3rd party service to issue the licenses to my customers.

DRM Folder Empty

DRM Copy count or Transfer count

I am using WMA DRM v10.1. I have defined both .copycount=3 and .
transfercount=3, the counter will decrement fine util it reached counter=1.
The "can still transfer count" at WMA->Property will go back to show as 3
again.

2) sign the ocx file
3) install sdk
4) install license server
5) update license server
