IE 6 pending operations error

The clearest I can put in:
Double-clicking the file (IE6setup) = pending operations error (I did 13
restarts)
I'm running Windows 2000 Pro (5.0)
I am having IE 5.00.370.1000 and wanting to upgrade to IE 6
The Windows ME trick doesn't work (with hidden folders enabled = no folder

start but produces this error "explorer.exe has generated errors and will be

ie8 favorites problem

I just encountered 2 xp machines whose ie favorites have somehow been blanked
out and that clicking on add to favorites does nothing. I'm suspecting a
problem with a windows update? I encountered both issues on the same day. I
