Sharing violation and MP3s - how to stop the sharing violation w/o rebooting?

It doesn't matter at this point why this is caused (old computer,
whatever), need a solution. I'm backing up some of my bought CDs to
MP3 so I can play on my mp3 player. After ripping, often can't rename
from standard to specific name and can never access the ID3 tags

I'm trying to install an ADSL USB modem on a Win98 first edition machine,
but this evidently does not work.
I in fact expected this. And so tried to update to Win98 SE by installing a
French version of SE on top of the English version first edition. That, it

Windows 2000 "all users" account

I would like to install a workstation for multiple users in my office.
I would also like to set it up so that I do not have to install all the
printers and printer settings for each user. Is there a way to install this
on the "all users" account so that I do not have to do this for each user?

No files visible in Explore

When I open Explorer I can see the folders in the left hand pane but no
files in the right hand pane.
This is for all folders except: WINNT, Programme files and Recylce bin
Any ideas how to fix it - I've done a check on display options and also a
