Internet Speed on DSL

Is there a WindowsXP.Networking group? I can't find one except for one out
of the U.S.
On WinxXP, is configured to Autosense speed. Using DSL, speed is running
at 10 bps. Is this normal? LAN can run at 100 bps, but Internet speed is
10bps. That's what it would run if using a modem, isn't it? Any way ...
