How do you configure Windows 2000 server not to be the DHCP server

How do you configure Windows 2000 server to operate normally without
being the DHCP server?
In an nutshell I want machines which are not members of the domain to
link to the internet directly from the routers DHCP server, where as
those in the domain go through the server.

Removing Internet Connection Sharing Service

How do you completely remove the Internet Connection Sharing service in
Windows 2000? I am aware how one enables or disables that feature for each
adapter, but I want to completely eliminate the service from a firewalled
computer to prevent any possibility of it being used.

I run Win2k Adviser and have read a little bit about using IAS/Radius for
authentication. Does this also cause the wireless data to be encrypted or is
it just an authentication service?
