how to find what is taking up the CPU

My system P4 3.8Ghz 2 Gig memory, W2k Pro latest service packs and updates,
USB optical mouse,
every so often (like 5 seconds) my mouse pauses, the CPU jumps to 50% and I
need to find out why?
This is a new system, fairly fast.

Driver for External Tape Drive

w2000 new Hitachi HDD 160gb - ignored by explorer

replaced a secondary drive for my wifes Christmas photos. On boot-up it is
shown as a 137gb drive, but once booted and w2000 has loaded, explorer fails
to recognise it. Tried "Add new hardware" - everything looks fine. Checked

ware i get an message saying INsatllation error 00001603, tec support at
olympus says its micrsoft related can anyone please tell me why and how I can
fix that, so i can down loads some pics?
