2003 change per device to per user Cal's?

I have a 2003 terminal server (no service pack) with 10 per device Cal's, I
would like to change them to per user.
So...
1. Is it possible to change the 10 per device Cal's to per User Cal's?
2. If this isn't possible then if I buy some per user Cals's, will they both
work together?

Start Program

I am unable to point users to a program on login, via the Environment tab of
the User panel. If I enable 'Start the Following Program at Login' and
enter a valid path, the user gets an error (roughly, cannot find the
program) at login and is then logged into a sort of wasteland ...

yesterday I discovered a cool Terminal Server, aparently for testing
purposes.
It's Host IP : 62.220.28.21
User name : myvfm_de\demo
Password : demo2006
At first sight It looks not bad...
But the language is in german :-(

Can you run terminal services on a server attached to a workgroup?
Our network is standard workgroup and I am in the process of attaching a
server to it and need to make the decission depending on wither terminal
services will work in a workgroup enviornment.
