cpu usage history

hi all,
i have server with NT 4.0 SP 4
Sometimes the CPU Usage History Graph touch 100 % and it made the client
that connect to the database in the server run slowly. What I have to do to
make the CPU Usage History normal ?

NT 4.0 service pack 3 or higher but every attempt has ended in failure. Is
