NT4 Need help stopping Win setup

I am trying to solve a problem caused by a former employee who tried to
install new printer and/or network drivers on to an NT4 system. When the
system powers up, it immediately restarts the Windows setup routine and does
not respond to user input (even ctrl-alt-del).

HELP needed installing NT4

I"m installing NT4 and I can't get the hard drive to partition &
format properly.
My hard drive is a 20gig.
When I get to the point where the I select delete partition, it get
stuck in a loop.
It let's me partition to a size I select but it keeps saying "SETUP
CANNOT FORMAT THE PARTITION" which is 8063mb.
