MS DHCP response to DHCPINFORM?

Is there any way to make a MS DHCP server respond to all incomming DHCP
INFORM requests? I can't find any documentation about the server's
behavior with DHCP inform, but it seems to only respond to inform
requests comming from hosts that it has issued an IP to already.
I've seen config options for other DHC ...

Found that DHCP server on Widdows NT server with multiple NIC, sends
DHCP OFFER message to all its interface and not just to the interface
on which it got DHCP DISCOVER.
Is this a valid behavior. How can DHCP server be configured so that it
