NetBIOS over VPN

I have a two location network interconnected vis DSL circuits and a basic IP
VPN. I just dropped a 2003 server at the main location and I am lookin for
ways to make the remote workstations see the server.
I am not sure that WINs is the most efficient method due to bandwidth

I'm trying to write a console app that creates a raw socket with a
non-standard IP PROTO value. The app will run on a machine that is
the destination address for packets sent from a non-Windows box. The
packets sent go out over a raw socket with a matching IP PROTO value.

Is it DNS or WINS?

Hello
Is there a way of finding out whether a host name has been resolved by DNS
or by WINS?
Or is it just a case of
PING 'HOSTNAME'
would be resolved by WINS while
PING 'FQDN'
would be resolved by DNS?
