"Service Unavailable" error using Remote Desktop Web Connection

I have setup Remote Desktop Web Connection on my server.
I added the component under IIS, and try to access the page via
http://server_name/tsweb and get "Service Unavailable".
This is on a Windows Server 2003 computer. If I do it on a Windows XP
machine on the same network it works fine.
