I am connecting to a Vista x64 SP1 machine from an XP x86 SP3 machine.
In my Remote Desktop settings I have elected not to show the Windows
background to save on bandwidth. However, every other time I make the
connection it shows the background anyway

Your description matched my issue exactly (could map drives over site-to-site VPN only if XP firewalls turned off.) I believe I have a solution for you if you still need it.

Unable to search network drives remotely

I have an associate who can search her mapped drives while she is in the
office with no problems. However, when she works remotely over an SSL VPN
connection, it comes back with no results depsite knowing the file she is
searching for is obviously there.
Searching the C:\ drive while remote works fine.

I want to setup a VPN between 2 PCs both running Win XP.
Both are behind routers with nat.
Win XP says it supports a single incoming VPN (one is all I need), but I
have read that the VPN client that come in Win XP (SP2) will not connect to a
