Cannot install Group Policy Management Console

I am not able to install Group Policy Management Console with Sercive Pack 1.
This system is using Windows XP Professional with Service Pack 3.

automatic updates

Message that I need to have automatic updates on. When I try to turn on...it
is already on. But when I click on run it is disabled and I can't change it.
Error cod 1058-Service can't bestarted eigher it's disbled or because has no
enabled deivces associated with it.
Help!!!!

Security diabled on startup

I have this problem where all securities are disabled on startup and either
won't run or they lock up. There is obviously some program that is causing
this(virus) It seems that until I get this off my system I can't install any

Mandatory Profiles loading slow

I'm using Mandatory profiles on PC's in one of my labs on Server 2003
network.
The profiles load very slow and I can't figure out why. I don't see
anything abnormal in the event view and was curious of other ways to do some
logging.
