Lost all printers and cannot add new ones

I have read all the articles listed, updated the system registry, manually
started the print spooler and I still cannot add a printer. Any ideas, I am
at my wits end here.

how to map a lpt port to a wireless network printer with a specific IP address.
the printer is not shared so we do not want to map it via a shared name.
Normally, we would use the following:

Limited Account User and printer access

HP 4050 network printer driver not deleting
