i can connect to net but no one site is opened please help me

DHCP from ISP Router (All Automatic)
Originally was setup with static IPs changed over to DHCP when old ISP

I am running XP SP 3 and accessing a Workgroup over wired network. Whenever i
restart the machine, or it comes out of sleep state, the network is nolonger
