Need Help Formatting and Reinstalling Windows XP

Outlook express 6 locking up

Every time I open OE6, either from IE7 or an outlook express icon on my
desktop, it acts like it is going to start, then displays my contact list in
the left corner, then hangs up and does nothing. I close it with the red x or
right click at the bottom and it says the program is not responding.. I hit
"end" ...

Empty Recycle Bin

In Windows XP Pro SP3 (don't know if it happens in other versions), if I
attempt to Empty an empty Recycle Bin, it asks me if I want to delete
'WINDOWS'. I was smart enough to say NO. Shouldn't that option be grayed out
when your recycle bin is already empy? ...

Virus Alert in System restore

Just removed a virus from my son's computer. Went to restore the
computer from a good clean point and I noticed that all the System
Restore points are named "Virus Alert: Software Distribution service
3:00 A.M."
