Dominion Wars XP ds9dw.exe Application Error

I have tried everything to run this game in XP, no patches, all patches - official & unofficial, compatibility, video settings.
When I run it, the Desktop blacks out, that's good. But just when it looks like the title screen is about to appear it will crash.
Any clue to I can do?

When i go to log in for online play and I click the image for my profile to
log in. It just flashes and boots me right back to the same login screen.

I have downloaded Caesar 4 and I keep getting this error report that gives me
the file extention which says C:\TMill\Source\Engine\D3DDeviceManager.cpp and
the next line says Function: TMill::Engine::D3D::DeviceManager::ChangeDevice.
