Cannot View Hidden or System Files - XP Pro

I cannot view hidden or system files using Windows XP Professional
When i go to 'folder options' - 'view' and check 'view hidden files' i click
apply, then ok and the folders juts reset to the point where one cannot view
these files.
I have also unchecked 'hide protectected operating system files' as well ...

I have 4 icons on left side of screen. when I restart computer the
recycle bin icon is always on the right side of screen. I rearrange
it, right click and select save desktop icon layout to no avail.
this started about one week ago and do not know what else to try.

Dear Microsoft fans,The result I am looking for is:
if I click mistakenly in a certain window from the traybar, that window,
highlighted or not, will be shown.
(opposite to what happens now which is: if a window is highlighted in the
taskbar, clicking it on the taskbar will show the previous window used)
