Errors on Creating Site

Whenever I try to create a site in portal server, I get one of two
different error messages.
First, the details - Windows 2003 Standard, SQL Server 2000 with SP3,
and of course, Sharepoint Portal Server 2003. All have been installed
with default settings - Windows has been fully updated except for SP1

I'm getting the an error whilst trying to install Sharepoint Portal Server
2003.
The installation crashes out after so long with a dialog box saying

Reinstall Problems after removing SPS 2003

Hi,
I removed Sharepoint Server and Services.
I also did some manual removals as written in microsoft's support.
But when I go to reinstall SPS 2003 first thing I see on the installation
form is that "Sharepoint Server is installed" (which is not) and at the end

Page cannot be displayed

I've done the installation of Share Point Portal Server and at the end it's
indicated that a series of webpages will lead me through the next steps. The
URL is http://localhost:13270/sps/FarmDatabase.aspx?SingleBox=true
and i get a "Page Cannot Be Displayed" error.

Central Administration - page cannot be displayed

I have installed a sharepoint server - the installation of WSS and SPS was
succesfull, but after that the central administration for the configuration
of the portal instance cannot be displayed. changed IIS settings, the
services are running, ASP.NET is enabled etc.
what could be the reason? ...
