Default Web Site not administrable

I have a Sharepoint instance installed and when I go to the Virtual Server
list, the default web site keeps showing up as Not Administrable....the app
pools for this site are set to configurable but I cannot make changes to the
default site.
Any ideas? ...

When I try to install SPS on a Server 2003 SP1 it gives me the following
error message:
"Microsoft .NET Framework v.1.1.4322 must be installed before this package
