Guidance needed with complex flat file

At the moment I'm working on a flat file in a financial format.
In the Netherlands this is called HDN, but I could find much about it
so that is probably the wrong abbreviation.
Below is a sample extracted from the flat file:

our message we send to them.
We are mapping a flat file SAP output file to their XML schema, but i
can't figure out how to include their XML comment on the line they have
specified for us to do so (line 2).

I have a project in Biztalk that takes flat text file and converts it
to an xml file. My xsd schemas for incoming and outgoing files work
well and I am able to see main content of out xml file in correct
format (requested by a vendor).

inline quotes like in the following line. Any ideas on how I can escape this
sequence?
