Messages Stuck in Temp Tables

Environment: Windows 2000 SP4, Exchange 2000 SP4, Symantec Antivirus
9.0, Veritas BackupExec 9.1.
We have been having an issue for months now with some messages being
resent after server reboots. From my experience, this occurs with mass
emails sent to external recipients.

SKCC.LOG Increasing in size (2gb)!!!

is balloning in size and is now at over 2gb.
Can the logging in this be disabled. Is it safe to delete this file??? ...
