Looking to install FE server

I have been reading MS technical documents about implementing a FE server
into my Ex2k3 site.
There is only one Ex2k3 server in my exchange site and this server runs
OWA/OMA also.
I have many questions....

Automatic CC of emails

I need to automatically CC emails via certain rules. The only problem is the
client-only rule in Outlook will not work because the program interfaces
directly with the Exchange server. Is there anything I can set up in
Exchange that will automatically CC these emails based on a few rules? ...

Ex 5.5 inplace upgrade to Ex2k

I have NT 40 as member server running Exchange 5.5 and I have another win2k
server which is hosting and OWA. I have win2k AD running on Mixed mode.
I have to upgarde my NT box to win2k server inorder to do inplace upgrade.
