why archiving to pst ?

I facing up some space problems on file server due to high archiving of
emails to pst files while the exchange 2000 server has plenty of space
available (edb file is 8 GB) and space on hard drive is about 17 GB free.

My database size has reached an upper limit of 16GB. My STM file size has
reached more than 5GB.
