OWA Access Denied When clicking on Folders

We are using Windows 2000 Server SP4 with Exchange 2000. Just today we
started getting an Access Denied error after we successfully logon to OWA and
click on the Folders.

OWA Meeting Request

I am running Exch 2003 SP1 on W2K3
One (at least) of my users, upon attempting to open a "meeting request" in
OWA, does not get the standard "voting buttons" to accept, decline, etc.,
but rather gets a string of random characters
This does not happen to everyone - he is the first to report it
