Exchange SDK Problem

I am trying to set up the SDK Sample Events using the EventSampleVB.exe
and get the following error
Error opening connection: -2146105340 Method '~' of object '~'
failed. This program must be run on an Exchange Server.
I created the COM+ component as directed, the sampleuser account and a
