How to manage logfiles in the location C:\WINDOWS\system32\logfile

dear all,
we've the exchange server 2000 running in windows 2003 server. since i am
not well trained for the both system, my problem is that disk space is very
limited in the C: drive (about 2 GB) which is mostly occupied by the log
files in the below location.
C:\WINDOWS\system32\LogFiles\SMTPSVC1

Emails not automatically going into Public Folder

Does anyone one know why when a server based rule is created on an Outlook 2003 SP-2 client to copy emails which aren't marked as Confidential to a Public Folder doesn't work unless that user has Outlook open?
I've double checked the permissions and the user has owner rights to the folder.
