MS Exchange System Objects not getting deleted out of AD

I have deleted a public folder and now naturally the users want it back. I
have recreated it, but it looks like the Exchange System Object in AD is
still their from the original one. It won't allow me to use the same email
address, and this is what tipped me off to the problem. I see the original

When i create a new user in a sub domain the user account is created
successfully.
The email account is not being created.
All of my other sub domains are working fine.
Any ideas?

Exchange Permission Disapearing

On our Exchange 2003 server we are setting the "send as / recive as"
permission, But they always disapear after a while. Why??
Could it be because the exchange server is in one domain and the users in
another domain??
I'ts a Native Exchange 2000 domain..
How do i fix this??
