NTDSNoMatch in Active Directory

Active Directory Connector went bad and screwed my 5.5 and AD site up pretty
bad.
It created duplicate accounts, scrambled SIDS and just made life a mess!
after 3 days on hold (REALLY) with MS Exchange tech support we got an answer
(sort of) on how to fix it.

How to disable Outlook Web Access Feature for many users?

I have a Windows Server 2003 Domain with Exchange Server 2003 Enterprise.
All the users have by default the outlook web access feature enabled. But
now i need to block some users (about 200 users). There are any way to
modify this feature (owa) to many users? any group policy? VBS? ldifde ?

that I must upgrade AD as well. Currently, I still use an NT machine for
DHCP. Must I get rid of my NT machine before I can upgrade AD, and
