Deploy RPC over http settings globally

Hi all ,
Recently we have rename our domain and changed the SSL cert , then we
realised the rpc over http is not working . (The rpc over http servers name
changed from webmail.abc.com.sg to webmail.abc.com)
So is there anyway workaround and easy way to deploy the settings to client

New Public Store file

I just recoved an Exchange box from a hardware failure. Ran the Eseutil
against the database got all the mail back.
The Public store did not recover, and we really dont need what is on it.
Can I just turn off the service delete the file and it will ask me to create
a new one when I turn the service back ...

Email display name/email address

Is it possible in MS Exchange to have a user's display name show an alias
name and/or email address. Example: my email is csolomon@lawlerwood.com.
Could I have my outgoing emails show carmen@carmen.com instead of the above?

I have most of the Pasquotank County in domain co.pasquotank.nc.us and the
official mail server address is mail.co.pasquotank.nc.us
The previous administrator set up the email server as pmail.pasq.nc.us and
it sort of worked through some internal relays but is failing more often than
not do to spam filters ...
