"Send As" Permission

We use Exchange 2003 (single server); some of our users use Outlook 2000,
others use Outlook 2007.
I would like to allow Bill to send email as Mary. I want the "From" line on
the message to display "From Mary", not "From Bill on behalf of Mary". I
have tried setting the permissions everywhere I can think of ...

OK, I need to move the public folder instance on the same 2007 SP1 Exchange
mailbox server to another Storage group. The steps I have seen are rather

Some users cannot receive external e-mail

I have a few users who used to work normally but suddenly they stopped
receiving external emails. They can send and receive internal emails and
they can also send external emails. The strange thing is that when you send
them an email they never receive it and you receive both a delivery success
and NDR (failure) ...

Exchange 2003: How to customise the mailbox quota limit warning

I tried to use the Microsoft Quota Messaging Service plugin with
Exchange 2003, and have had loads of problems. Looking it up on
forums, quite a few say to not bother with it as it is too flaky. Is
there an alternative way of modifying the default quota message?
