Scripting Apply Recipient policy

I create mailbox enabled users via an ADSI script. I amd trying to figure
out a way to send an email to the new user as part of the script. I have
enable imediate login. However the new user's email address is not
propagated for some period of time.
My guess is that if I were able to fire the user's Recipie ...

I need to produce (apparently) an 'Exchange Event Sink' to reproduce the
action of a users normal inbox when an e-mail arives in a public folder ( you
knoe the arrow symbols which automatically get displayed when an e-mail is
opened)
