Best Practice for Exchange in multiple countries?

We are setting up a facility in China and want to provide users there with
Exchange/Outlook access.
Currently this is done via an Exchange server in the U.S. and they either
VPN in or use RPC over HTTP.
How do others set this up?
My thought is to setup a new Exchange server in China w/ a new org, etc, ...
