Old Static IP address appears in secondary SMTP email address

Environment: Windows Server 2003, Exchange 2003
When I create a new user account and establish an email address, there
is a secondary email address that appears. Here is an example:

OWA Cannot Send or Reply

Error: (0x8000ffff): Catastrophic Failure.

I just tried again but the column does not show any values in the SCL
column. I've seen several posts on the Internet that this broke after one
of the betas or release candidates of Outloook 2007. Any one checking SCLs
