Problems retrieving data/sending emails

Users on our network are reporting that when they open Outlook it
takes a while to retrieve the data and then when it finally connects,
when they try to send an email it sits in the Outbox for ages before
sending. This happens to all the users.
Can anyone give me any advice how to resolve this issue ?

Can any one tell me exact version no for microsoft exchange servers?
From "http://www.tacktech.com/display.cfm?ttid=41" its evident thtat
version 6.0 onwards till 6.5 for Exchange 2000
version 6.5 onwards till ? for Exchange 2003
version 8.0 onwards for Exchange 2007
but is there any version called 7.0 ...

Exchange 2003 - Vista - VS2008

Hi,
I need to development an application to automatically create mailboxes
on our exchange (2003) server. My development machine is running Vista
and Visual Studio 2008.
According the information on the Microsoft website it is not possible
to install the Exchange Management Tools (2003) on a Vista machine.
