Exchange error 0x8004010F (exchange 2k3/outlook 2k3)

I made some recent changes to a few user accounts and not all of my users can
ssee the new additons or name changes. When i try to download the OAB again
i get this error code 0X8004010F. I also noticed they have a huge number of
sync failures dating back to 2007.
