SQL Server 2005 Express SP2 setup fails on Vista Ultimate

When I attempt to install SQL Server 2005 Expresss on Vista Ultimate I
get the following message:
"SQL Server Setup could not connect to the database service for server
configuration. The error was: [Microsoft][ODBC Driver Manager] Data
source name not found and no default driver specified"

SQL Server 2005 - language

Hi,
Is my understanding correct that if one were to install a SQL Server 2005 on
a Windows Server with locale/region configuration set to UK - SQL Server will
still use language English (United States)?
And apparently, there is no way to change that to configure that to say
British English?

Apparently, there is no simple SP 2 which one can apply to the Express
version. Instead we are redirected to the full product install. I gather
that the appropriate way to SP SQL Express is to install over the existing
application.
