Creating a new shape

I'd like to create a shape made of 2 orthogonal lines, where the end of the
long one will join the short one at the half. I'd like the long one to be an
arch or a fre form, and the short one should rotate around it's middle poin
(where the long line hits it)

Does anyone know how to mimic the built in behavior that constrains a
1-D shape to 45 degree increments when rotating with shift key
pressed?
Basically I'm trying to force this behavior so the user does not have
to hold down the shift key to insure that the angle is always a
multiple of 45 degrees.

1-D snap/rotate to predefined angles

The default Angle formula, (Shape Transform section ), for a 1-D is shape is
=ATAN2(EndY-BeginY,EndX-BeginX). Does anyone know of a slick way to
restrict this to 0, 30, 60, 90 degrees or say 0,45,90? In effect having the
shape snap into place at preset angles.
